The goal of UPSS is to build the basic educational foundation of Liberian future leaders and develop them to their full potential whose work will bring about societal transformation and development. The objectives include the following:
* Provide training in Leadership skills, beginning at the primary school level.
* Prepare university-ready high school graduates strengthened in transformational leadership and vocational education skills with 50% girls.
* Promote the culture of academic integrity and morality as a basis for demonstrating accountability and good citizenship.
*Promote the culture of volunteerism in communities and schools.
* Promote conflict prevention and transformation in schools and communities.
* Promote civic engagement and youth development activities including 4-H program.
